CITB Funding
Skilled and knowledgeable workers are vital to the construction industry, ensuring operational activities are carried out safely and efficiently.
Employer Networks offer bespoke, easy-to-access training and financial support to anyone registered with CITB who is up to date with their levy. They give you a direct channel to communicate training needs and advise on how funding should be prioritised in your local area.
Employer Networks are an initiative set up and funded by CITB aiming to simplify the way you get the support and funding you need to access the training you want. It’s all part of the service.
They have two main objectives:
Make it easier for you to access training and funding. The training can be in anything that supports construction employers. These could be the trade skills you need right now or something you’ll need in the future - such as net zero, digital skills or mentoring. And because the Employer Networks or PCR Global help organise it all, you don’t need to complete any paperwork to apply for funding.
To bring together employers at a local level to inform CITB on training needs, to advise how funding should be prioritised and allocated, and to effectively use training provision to address immediate and future skills needs in their region.
Employer Networks have been piloted since July 2022 and have proven to be successful in helping more employers to train and offer them support.

CITB Levy applies to all employers ‘engaged wholly or mainly in construction industry activities’. In other words, when construction activities take up more than half of your total employees’ time (including subcontractors).
How much levy you pay is based on your total wage bill (the amount you pay your employees in a year).
Here the word ‘employees’ specifically means individuals on the payroll and Construction Industry Scheme (CIS) subcontractors from whom you make a CIS deduction. This is defined by Industrial Training legislation.
Levy rates for the 2025 Levy Assessment are proposed as 0.35% for PAYE and 1.25% for Net CIS under the 2026 Levy Order which will be confirmed in Spring 2026.
There are some exemptions and reductions in the levy for small employers. Find out more about levy rates and how they are assessed.

CITB Grants Scheme are for construction industry employers who provide training for their workforce. The Grants Scheme helps the industry maintain high standards, making sure people are being trained in the right skills for the industry to thrive. The CITB grants programme covers funding for a range of day to day training, including short courses, qualifications and apprenticeships.
All employers registered with CITB can apply for a grant.
Grants are available to employers of all sizes, whether or not you pay a levy to CITB.
However, please make sure you are up to date with your Levy Returns before making your application. This rule applies to all employers seeking grants for their employees.
Who should you register with CITB?
Under the Industrial Training Act 1982 and consequent Levy Orders, CITB must raise a levy assessment on all employers in the construction industry. However, the construction industry for our purposes may differ significantly from what you imagine it to be. The activities of the construction industry are set out below.
You are "engaged wholly or mainly in construction industry activities" when construction activities take up more than half of your total employees’ time (including subcontractors). If that is the case, you need to register your business with CITB and complete an annual Levy Return so that we can carry out a levy assessment.

Skills and Training Fund
The Skills & Training Fund closed on 30 September 2025, and Employer Networks have become the single channel for further developing businesses. Alongside this the grants scheme will continue to operate to support core construction training.
CITB Regional Construction Support Groups
PCR Global works closely with a range of CITB Training and Support Groups, giving members access to professional, friendly advice and funding opportunities for training.
Each group is led by its own Group Training Officer, who can help you identify and secure the right qualifications for your role.
Training Groups are support networks of construction employers. They help employers access high quality, cost-effective training which is suitable for their individual needs.
Using their collective bargaining power they achieve discounted training rates from Approved Training Organisations (ATOs) and other training providers. Some Groups achieve savings of up to 40% against the market rate and pass this directly on to their members.
Training Groups organise training, advise on mandatory and skill-specific requirements, assist with funding applications, help access CITB grants, arrange networking opportunities and more.
They are not-for-profit organisations and funded via the CITB Levy. Operating across England, Scotland and Wales, all Levy-registered companies are eligible to join a Training Group. If you are not registered with CITB, you can register here.
ECITB Funding
The Engineering Construction Industry Training Board (ECITB) is the employer-led skills organisation for the engineering construction sector in Great Britain. Each year, the ECITB invests around £28 million to strengthen workforce skills, support industry growth through training, and address labour shortages and skills gaps.
Its mission is to ensure the industry has the specialist expertise it needs. Funding from the Industrial Training Levy is used to raise skill levels and encourage continuous training.
Personal Learning Account (PLA)
Personal Learning Account (PLA) programme provides support across Wales for eligible individuals to gain higher level skills which will enable them to access a wider range of job opportunities and/or gain employment at a higher level within priority sectors
ReAct Plus (ReACT+) Scheme
The Welsh Government ReACT Plus is designed to assist those who are facing redundancy, been made redundant, or have been made unemployed within the past 12 months. The scheme is in place in order to gain the skills necessary to regain employment.
